Re: Capital Budget
AT & T is providing $1,492,350 in funds for the payment of costs of construction of a replacement
radio system for the Hawaii County Police Department. AT & T is working with the County to
install an interim solution to replace some microwave facilities while the County constructs its
permanent replacement system. This relocation will transfer the department from a 2 ghz to a 6
ghz system.
A resolution authorizing the acceptance of these funds has already been sent to the Finance
Committee.
Enclosed is a bill for an ordinance adding the Microwave Relocation Project for $1,492,350 to the
Capital Budget.

A. REQUEST:
To appropriate funds fora donation from AT & T for the relocation of the various microwave sites. The
amount of $1,492,350.00 shall be appropriated under account 110-299-5299.40.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
AT & T is providing funds to relocate various microwave sites. The department shall vountarily and
permanently decommission all microwave operations on the affected Paths. This relocation will transfer the
department from a 2ghz to a 6ghz. This agreement shall cover the necessary equipment, license and labor
costs. The sites that are affected are Ohia Mill, Kulani Cone, Kahua Ranch, lolehaehae and South Point.

RE: Bill No. 23 Regarding a bill for an ordinance adding the Microwave
Relocation Project for $1,492,350 to the Capital Budget.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed omo the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
