Re: Resolution to remove the County Council's proviso prohibiting out-ot=state travel
by the County Council and Clerk's Office personnel for the fiscal year ending
June 30, 2003
Enclosed for your review and approval is a resolution to remove the County Council's self-
imposed condition prohibiting out-of-state travel for the Regular Travel account and Sister City
account. The Council adopted the Operating Budget for the fiscal year ended 2003 with the
proviso and appropriated $24,500 and $10,000 for the Regular Travel account and Sister City
account, respectively. The available budget appropriation on December 17, 2002 for the Regular
Travel account was $12,666.33 and the Sister City account was $10,000.00.
T'he removal of the proviso would benefit the County by expanding the knowledge, experience.
and network of the council members and/or staff on many difticult issues through visitations and
the informative discussions with other municipalities.

Re: Resolution No. 22-03 relating to the removal ofthc County Council's
proviso in the operating budget prohibiting out-of--state travel by the County Council and
Clerk's Office pcvsonncl.
Pursuant to Section I (g) of Rulc 4 of the Rules of Procedure of the Council, of the
County of Hawaii, this written request is submitted with my approval that the above
referenced matter be waived from the Committee on Finance to the full council for
immediate action. In reviewing this matter, timely approval is crucial. It is therefore
advantageous that approval is granted and the matter placed onto the next Council agenda
for review. However, in the event this request is denied, for whatever reason, t
understand the matter shall he referred to the Committee on Finance for placement on its
future agenda.
