The funds will be used to purchase equipment to improve the quality of the alcohol and speed related fatal traffic crash investigations by obtaining the necessary tools and training to record, document, evaluate, process, and investigate crime scenes and the evidence. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawai'i Department of Transportation, Public Affairs Office. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this $6,245 Equipment/Training Program Grant. The grant funds will be used to improve the quality of alcohol and speed related fatal traffic crash investigations by obtaining necessary tools and training. Progress reports must be submitted quarterly within 15 days (ending May, August and November) and a final report must be submitted within thirty days of the end of the grant period. Reimbursement claims must be submitted in accordance with the agreement (monthly or quarterly) by the 20th of the month following the claim period. A claim must be submitted even if no expenditures were made. The project is subject to the audit requirements of the Office of Management and Budget (OMB) A-133, Audit of State/Local Goverment & Non -Profit Organizations. STRATEGIES: • To improve the quality of our investigations and increase conviction rates of prosecuted drivers we will purchase the following equipment: 1. Two video recorders and one television monitor to be used to copy and process video evidence obtained from the in -car video cameras in DUI investigations and fatal crash investigations. Video camera with pull out video screen to allow taping at different heights and angles while documenting a crime scene, evidence at the crime scene and vehicles involved in fatal crashes. 3. One Map Scenes crash and crime scene mapping program. Each program comes with two licenses allowing for two computers. Our Traffic Enforcement Unit currently has two desk top computers, one in East and one in West Hawaii and three lap top computers. The purchase of this program will allow for four separate work stations and provide access to the program for West Hawaii officers, who currently must commute to East Hawaii to use the program. Two copies of the Maine Computer Group's AR Pro version 6.09, one for East and one for West Hawaii. This program has over 150 formulas used in crash reconstruction and will improve the quality of our fatal crash investigations. 5. Two illuminated prism reflectors. A majority if fatal crashes occur at night and the current prisms used in the Sokkia program are difficult to acquire and shoot at night, causing longer road closures. Illuminated prism reflectors would assist in quicker processing of the scene and shorten road closures. SCHEDULE A HCPD EQUIPMENT/TRAINING PROGRAM PAGE 2 • To improve the investigations of alcohol related fatal collisions we will: 1. Use of federal grant to fund a training class on "Tactical Scene Assessment using a Total Station for Crash and Crime Scene Investigations". 2. Attendance of 100% of Traffic Enforcement Unit officers to training session, as well as attendance of Criminal Investigation Section Detectives and officers statewide, based on availability. The Hawaii County Police Department will provide the training area for this session. 4. With the information provided by use of the "total station", we can improve our alcohol related fatal crash investigations and the required information being provided to the State Department of Transportations Fatal Analysis Reporting System (F.A.R.S.). SOLUTION/IMPLEMENTATION: • Needed equipment will be purchased to improve the quality of investigations and to make the equipment more readily available. A training class on "Tactical Scene Assessment using a Total Station for Crash and Crime Investigations" will be conducted. All officers of the Traffic Enforcement Unit will attend. Criminal Investigation Section Detectives and officers statewide will also attend. • Required information will be provided to F.A.R.S. EVALUATION: The number of alcohol and speed related fatal crashes in which the acquired equipment used will be documented, as well as conviction rates of those charged for offenses related to these fatal crashes. • The number of persons attending the training, use of the "total station" in alcohol related fatal crashes and meetings with the Prosecutor's Office will continue to determine if the quality of investigations have improved and to determine the effectiveness of the training provided.
