SUBJECT: DRAFT ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII
COUNTY CODE RELATING TO VEHICLES AND TRAFFIC, FEE
SCHEDULE.
Dear Mayor Kim,
Due to the depressed world-wide scrap metals market, we are expecting to contract for
vehicle disposal at substantially higher amounts than in previous years. In order to keep
the financial solvency of this funding mechanism, and the self-sufficiency of this
program, we are proposing the rate increase from $4 per year to $12 per year. This is
designed to maintain the present level of service as well as reduce the backlog of old
scrap that has accumulated partly due to soft markets.
Abandoned vehicle removal is a part of this program, however, the largest portion is the
simple shipping off-island of junked vehicles to Asian scrap metal markets.
The Environmental Management Department asks for your approval and recommends
that the ordinance be forwarded to the Hawaii County Council for adoption at the
earliest time possible. Thank you For your assistance and if you require any further
