The Department of Environmental Management and Environmental Management Commission recommend approval of an increase to the landfill tipping fees (letter attached). In conjunction with the landfill tipping fee increase, the Department also proposes to raise the residential credit in direct proportion to this increase. In consultation with residential trash haulers, and through review of our records, we propose credit rates to be set based on one ton of rubbish per year for an average household. DIrPPIOr County of Hawaii ENVIRONMENTAL MANAGEMENT COMMISSION 25 Aupuni Street, Room 208 • Hilo, Hawaii 96720-4252 December 9, 2002 MAYOR HARRY KIM COUNTY OF HAWAII 25 AUPUNI STREET HILO, HI 96720 SUBJECT: PROPOSED ORDINANCE AUTHORIZING INCREASE OF LANDFILL TIPPING FEES At the October 23, 2002 meeting of the Environmental Management Commission, a motion was made to recommend that an ordinance go before the County Council in December, or as soon thereafter as possible, that would increase the landfill tipping fee, as proposed by the Environmental Management Department Director, by $5 a ton, or higher, per year for 5 years. It was passed unanimously. The commission feels strongly that it is necessary for the council to take action on this item in a timely manner for the following reasons: • At $5 per ton per year, the General Fund subsidy would be reduced about $500,000 the first year. • At $10 per ton per year, the General Fund subsidy would be reduced about $1 million the first year. • At $15 per ton per year, the General Fund subsidy would be reduced about $1.5 million the first year. • Hawaii County currently charges $35/ton while Honolulu charges from $72.25 to $98.75 per ton (see attached rate schedule); Maui charges $43 per ton; and Kauai charges $56 per ton. • At Pu'uanahulu, the County is paying Waste Management, Inc., $43.40 per ton for 250-300 tons per day, our present daily level of trash being landfilled in Kona. • The expense of long-haul (about 80 miles) from East Hawaii to Pu'uanahulu is approximately $20/ton. This gives Hilo landfill space extra value and is of great importance as we deal with the Landfill closure within the next 18 months. • There is no reserve account for the Hilo landfill closure. Closure carries very stringent deadlines from DOH and an estimated price tag of $12-$14 million. • Harding ESE Consultants estimate that the full cost of landfilling for Hawaii County is between $70-$100/ton. • An estimate done by Recycle Hawaii in 1997 estimated the full cost of landfilling at $82/ton. • Waste reduction technologies identified in the Integrated Solid Waste Management Plan Addendum for the East Hawaii waste stream are priced at $20-$30 million. • Increasing the tipping fee increases economic incentives for waste diversion and recycling, thereby extending the life of the landfills. We can't afford to delay any further. Therefore, we request your approval and recommend that the ordinance be forwarded to the Hawaii County Council for adoption at the earliest time possible. What we know about tipping fees: • City and County of Honolulu charges $72.25/ton at the landfill and $98.75/ton at their transfer stations (this accounts for transportation expense of hauling to landfill). On July 1, 2003, these charges rise to $78.00 and $107.75 respectively. On July 1, 2004, these charges rise again to $84.25 and $117.25 respectively. The price at H- Power is the same as at the landfill. • Honolulu will charge $78.00 for special waste handling on July 1, 2003. This will rise to $84.25 in 2004. • Maui charges $43/ton. 22,000 customers are serviced for curbside trash hauling at $6/month. The County estimates their cost for this service at $23/month. They receive funding through their General Fund. • Kauai charges $56/ton. • We charge $35/ton. • At Pu'uanahulu, we are paying Waste Management $43.40/ton at our present daily level of trash being landfilled. (250-300 tons/day) • The expense of long-haul (about 80 miles) from East Hawaii to Pu'uanahulu is approximately $20/ton. This gives Hilo landfill space extra value now. • Harding ESE states in the Update to our Integrated Solid Waste Management Plan that it is difficult to determine exactly the full cost of landfilling. Closure carries very stringent deadlines from DOH and an estimated price tag of $12-$14 million. We are now at an estimated 22 months before the Hilo landfill is physically full. • No matter who pays for it, a sort station in East Hawaii and any waste reduction technology (thermal gassification, anaerobic digestion, or incineration) are priced at $30-$35 million.
