My name is Ken Honma, a 50 year resident of Volcano. I have already submitted written testimony of my support for the proposed zoning change in Volcano, to both the Planning Department and the Planning Commission, and, at this time, re-iterate to you, my support of Mr.Thomas' proposed zoning change in Volcano. I urge you not to use the Vision 2020 as guidance for your decision today. It has been a thorn in the side of the Volcano community. Its impact has been devastating, on the once viable Volcano Community Association (VCA), which recently had to decide if it would remain in existence, and, is, presently deciding how to recover support of the community at large. In fact, the VCA is a dysfunctional organization that has been divisively manipulated into a single agenda organization. The agenda is to push Vision 2020 as the voice of planning for the Volcano community, and, is the only thing that the VCA has seriously continued to advocate ,for many years.. The small elitist group who control vision 2020, have, under the auspices of the Volcano Community Association, presented their Vision 2020 as the plan that represents a majority in Volcano. It Does Not! It has failed to incorporate the needs of "other "community groups such as - old time Volcano residents, farmers and ranchers, the regular people with regular 9-5 jobs, and the average to below average income people. From what I have observed, r~@9!r(ff dHi~~r' File No. L- Ref. ToM~s~N~ Ref. Date~f~i ~ 7 2~ majority are in favor of having this zoning change go through. The effect of Vision 2020 is to split the community by class and values: Rich, exclusive, and elitist, vs. working class, inclusion, and cooperation. By denying this zoning change and it's appropriate and needed service in our community, you will send a message to anyone else that they must first be accepted by the elite few who control the Vision 2020, and the insiders game. And that these elitist values are the only values that will constitute valid re-zoning criteria by this Counci] Committee.
