My name is Stephanie K. Grout. I first visited Vol ano V'llage about fort;_,ix~

wonderful place made an indelible impression on me, and I returned to visit, with my family, several more
times as I was growing up, eventually moving here nineteen years ago. In very essential ways, Volcano
hasn't changed much since 1956, except that the Old Road is no longer the main route up from Hilo, and
there are lots more people living tip here, full time. Yet, the fact that the Old Road is no longer the main
thoroughfare means it's more like the old 1950s road, less travelled by, and while the population has
doubled and redoubled, most house lots have been cleared carefully, by hand, with curved driveways and
unseen structures. So, Volcano is still quiet, low-key, mostly unpretentious, and heavily forested. I've lived
here long enough to really treasure this special place and realize how unique it is. What we face now, ~h
his particular appli a ion for .on hang, is a cros roads. A log:^:n his ~~glication for re oning would

I didn't give testimony at the first Planning Commission hearing because there is so much strong
feeling in the community about this issue, and I felt very uncomfortable about the prospect of alienating
some of my neighbors who support Maurice's rezoning application; some of them have made it a love
me/love my lumberyard thing, awith-us-or-against-us situation. For me, it's not that black and white: I
promote local entrepeneurs and support their businesses and wish the Thomases success in their financial
endeavors. However, this particular rezoning request for a proposed lumberyard alarms me.
Recently, I was down in Shipman Industrial Park, first at Rma Rentals, then HPM Building

In an industrial ar ~ one exnectc noise: back up alarms, large trucks and forklifts moving lumber around,
employees speaking with raised voices over the din, or small engines being repaired or tested or
demonstrated, all these noises amplified by the concrete floors, uninsulated metal walls, and lofty metal
ceilings of these structures; and ~mgh: engine exhaust mostly, but also used oil and chemicals of various
kinds; and dirt; a by-product of the normal functioning of lumberyards and equipment rental businesses.

business. It would be helpfitl for Manning Committee membgrs, who would like to get a clearer picture of
the impact such activities would have, to spend, say, n in ~ c in a I ~mb r yard and in an eq>~i m n

At the second Planning Commission hearing, at least two of the commissioners asked questions
concerning berms versus forest buffers. Perhaps none of them have lived in a forest before, and so could
not be aware that the forest does not fim tion o buffer nois .Even hundreds of yards of forest do not

There is a general desire on the part of many Vulcanites for 1. more services (within walking d
distance, some will even say), 2. convenience, and 3. progress. Comm. No,

Regarding these three points: 1.Wanting mor . .ran ~ i r a onable. A bank branch, a doctor's
office where a pharmacist could make twice-weekly visits, any number of services might be appealing to
local residents, who could walk or bicycle to these places and save a few trips to Hilo per month. Some of
us do walk or bicycle to the stores and post office, even if they're a couple of miles away. Most don't,
however, and neither a lumberyard nor an equipment rental business, by definition, would lend
themselves to walk-in purchases. The fact is, that the same tricks which would deliver lumber to the
proposed yard in Volcano Village could deliver lumber, even in reasonably small amounts, to people's
homes up here, without the need for a huge, forest-eating, way-of-life-changing lumber business in the
heart of the grillage. T,umb r war .h using is not a service appropriate for a viLlae n r.
2. (convenience doesn't come cheap Are we willing to pay the price for convenience? What is it worth
to us, to have these services close by, at the cost of quiet and beauty and something intangible, like the
spirit of the place? The lumberyard nineteen miles away doesn't seem that far to me, when weighed against
the prospect of having that kind of convenience so close at hand. If

vrood most cost-conscious pgopj~ would go to Kea`au or Hilo lumber warehouses. like HPM or the
proposed Home Depot for much more affordable lumber, because, to reiterate, convenience can be
expensive.
3. Proar is a catch-all word which means little: "you can't stop progress" sounds like "you can't
stop a hurricane." The American Heritage Dictionary defines progress as "movement toward a goal;
development, unfolding; steady improvement." The Vision 2020 Plan suggested goals, upon which a
large number of Volcano residents/participants agreed. A few people, who chose not to participate, are
now discrediting that Plan, suggesting that large numbers of people disagree with its points. That is
vague, argumentative, and untnie. Please see the attached document about the Volcano Community
Association's Long Range Planning Committee and its work on Vision 2020. "Development, "unfolding"
are how villages grow when growth is planned, not every-business-for-itself style. And, finally, "steady
y~provement" would not be accomplished by permittinn- such an invasive industrial-style business to
tower over the cmall~ ~i . ,forested atmosphere of Volcano V'llaee.
What about Maurice and Jirinan's desire to expand their businesses? How does Volcano reconcile
the desires of some of its residents to make a living and the vision of others to preserve a way of life? j
ro g),y urge the members of this County Council Planning Committee to deny this rezoning ap lico ation
and rth r,.lo require that the community work together to create a Speci 1 Design District. Through
that process, all the stakeholders along Old Volcano Road and as many people who live or work in
Volcano as want to participate in the process can make such a document their vision of Volcano's future,
which government departments can implement on occasions such as this.
Volcano Villaee~i t~pique and irreplaceable it deserves a Special Design District along its
commercial corridor which will protect it from these kinds of unplanned, community-rending
development issues. Such a document will establish what Enough is and what Enough will look like,
according to those who love the place and are willing to participate in the process. Thank you very much

Volcano Community Association bong Range Planning Committee
Volcano residents organized a Long Range Planning Committee in 1985, which
became a subcommittee of the new Volcano Community Association (VCA). By 1992,
they bad surveyed opinion on issues relating to natural and historic resources as well
as commercial development. In May, 1993, the Long Range Planning Committee
sent out a survey to collect data on basic census type info and residents' attitudes
towards commercial development. 203 residents responded. On December 4, 1993,
over 150 residents appeared at a community meeting to discuss planning for Volcano's
future. This worizahop was soon followed up, over the next several years, with more
large community meetings and dozens of worlxing group meetings to hammer out the
points in the plan.
The community was )zept informed of the Committee's work through flyers and
newspaper articles. Hundreds of people volunteered their time to put the plan
together with guidance from various facititators and people who worlx with the County
planning process. In September1995, a preliminary draft of the plan was mailed out.
There were 66 responses. Eight responses objected to the whole document, but most
of the comments were supportive. In February, 1.996, the plan was submitted to the
community for review and acceptance. Of those present at the meeting, 54 voted in
favor of the plan. Pour people opposed it. Fourteen others who were not present
submitted comments or called to indicate their support.
In 1998, the board of the Volcano Community Association voted to accept the
goals of the Vision 2020 Document. Because of lingering concerns regarding some of
the strategies, or implementations, outlined in the 2020 Plan, the Volcano
Community Association. decided to survey residents one last time on each specific
strategy item.
VCASURVEY
The Survey was based on the Goals and Strategies in the Vision 2020 Plan. The
VCA Board went through the plan line by line to draft the survey. Several strategies
were changed for clarification and to eliminate certain
pejorative terms. The survey was mailed to all post office box holders in Volcano and
the National Pant and was made available at the Cooper Center Farmer's Marizet.
126 surveys were returned, representing 219 people. Two strategies in the original
2020 Plan were rejected by community members:
• considering the establishment of a commercial/light industrial area on the malxai
side of Highway 1I. between Ohia Estates and Royal Hawaiian Estates as needed;
and
• supporting car rental enterprises within outlying communities
