States it was decided that selling S I O million in bonds on an annual basis rather than waiting and selling $30 million every three years, as in the past, would facilitate planning; however because of the magnitude of the County's immediate needs, authorizing up to $21 million (estimated $20 million ft~r projects and up to SI million for issuance costs) is requested. Attached are Schedules A, general guidelines developed by the Finance Director for the issuance of bonds; Schedule B, the list of projects for the 2001 bond authorization of S I S million; Schedule C, projected debt service on the new bonds; and Schedule D, the County's present debt service, the projected requirements for the new bonds, and the projected total debt service after issuance. The funds will be used to purchase equipment and supplies to educate the community on the IMPACT (Incorporating Measures to Prevent Alcohol Consumption by Teens) program. The purpose of this program is to reduce alcohol consumption by youths in our community and to increase awareness by parents, youths, and the community. Comm. 67: AN ORDINANCE AMENDING CHAPTER 24, OF THE HAWAI`1 COUN"fY (E3ill 32) CODE 1983 (1995 EDITION), RELATING TO VEHICLES AND TRAFFIC FEE SCHEDULf~: (by increasing the annual fee for abandoned vehicle portion of the vehicle registration from $4 to 512. Proceeds from this fee shall he allocated for the towing, removal, disposal and recycling of abandoned or discarded automobiles and automobileparts From Environmental Management Director E3arhara [3ell, dated December 26, ?002, transmitting the above bill. Due to the depressed world-wide scrap metals market, the deparnnent is expecting to contract t~~r vehicle disposal at substantially higher amounts that in previous years. In order to keep the financial solvency of this funding mechanism, and the self-sufficiency of this program, a rate increase from $4 to S 12 is requested. Abandoned vehicle is part of the program; however, the largest portion is the simple shipping off-island ofjunked vehicles to Asian scrap metal markets. Comm. 68: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LA"FF,R (Res. 30-03) FISCAL YEAR AND OF MORE THAN ONE I'ISCAI. YEAR FOR A MULT?-YEAR CONTRACT FOR SERVICES OF SCRAP ML"I'AL AND VEHICLE DISPOSAL From Finance Director William Takaba, dated December 26, 2002, transmitting the above resolution. Through research of the industry, it has been determined that a 10 year contract will provide the best opportunity for cost-efl~ectivc scrap metal and vehicle disposal operations. This complex is intended to provide police, tire, parks and recreation, and other governmental services for the Puna district. This appropriation kill be used for the planning, the site selection/acquisition, and the design of a County services complex. Future appropriation(s) will he designated for the construction of the complex. This project includes the site acquisition of the Sun Sun Lau property and the design and construction of amulti-function administration and support complcs for Hawaii County Fire Department Administrative Services, Training and Dispatch operations. Presently, these offices are dispersed and in Use tsunami inundation zone and a training facility has never been provided. Comm. 71: AN ORDINANCE AMENDING ORDINANCE NO. 02-77, AS AMENDED, (Bill 35) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY I, 2002 TO JUNE 30, 2003 (by appropriatin~u an additional 51,160,000 to the West Hawaii County Building project) From Finance Director William Takaba, dated December 26, 2002, u'ansmitting the above bill. The West Hawaii County Building project will provide a new 60,000 square foot oftice complex in North Kona to house a majority of dre existing County agencies currently renting or leasing oftice space at various scattered locations. The amendment is for the funding to the design/survey and the construction phase of the first module.
