RE: Communication No. 23 (Bill 7) Bridge Inspection and
Appraisals of County of Hawaii Bridges
In response to Councilman Tyler's questions at the December 17, 2002 Committee
Meeting, we submit the following:
1. How did we arrive at $65,000, of which $52,000 would be federal funds`?
We calculated this based on what FHWA funds are available to us to support our Bridge
Maintenance Program (80% which is $52,000) and with the County's share (20% or
$13,000), for a total of $65,000.
2. Why is this a Capital Improvement Project (CIP) instead of Operation and Maintenance
(O&M)`?
For better record keeping purposes, bridge inspections have been included in Capital
Improvement Projects (CIP) along with all other federally funded projects. These
projects must be tracked for annual reporting. Keeping bridge inspection separate in the
CIP budget allows us to establish a County portion account and a Federal portion
account, being consistent with other federal projects. This facilitates the process for
reimbursement and reduces the risk of omission in annual reporting. The external
auditors have not objected to the bridge inspection classification in CIP, and the Finance
Department recommends keeping it in CIP for the above-stated reasons.
