Therefore, these bills have been transmitted to Council with no recommendations. To assist the council member to understand these bills, we transmit the following comments: Bill 262 - To establish parkine zones at the Aupuni Center Chapter 24, article 10 allows us to enforce any violations in the areas established in these schedules. Bill 262 amends the schedules to include the new parking areas at Aupuni Center. Area BB - 2 hour time limit general public parking Area DD - 8 hour metered parking available to the general public, or employees of ~ the County or non-county employees working in this area W The 8-hour meter zone maybe utilized by county employees, non-county employees (outside businesses), and the general public who choose to park their vehicles for the o 8 hours and feed the meter daily. With no enforcement authority currently in place, non-county employees are currently parking without a fee and the 2-hour time limit ~ zone for the public gets abused, regardless if we issue warnings. Z ~ y ° F A Our purpose is to establish fair and uniform methods of administering parking and to ~ ~ a best promote government efficiency and public convenience. Presently, the State of ~ x RE: Bill 262 & Bill 272-Amends Chapter 24 relating Vehicles and Traffic Page 2 Hawai`i's property adjacent to the Aupuni Center Parking seems to be available as "free" parking until the end of July, 2003. However, our intent is to be prepared with these established parking areas and be able to provide regulations in place before that date. The correct approximate cost to install the meter posts would be $12,000 and not $20,000 as stated by Ms. Shiro. The language "7:00 a. m. to 5:00 p.m. or as otherwise specified per facility" was included to better define "regular working hours of the county", as it is presently worded in other sections of Chapter 24. There maybe specific working hours per facility. Without being time specific, enforcement maybe complicated. Bi11272 - To clarify the Director of Public Works' authority to regulate narking at County Facilities Chapter 24, article 8, Division 5 regulates the parking for the County Building. Bill 272 revises Division 5 to authorize Public Works to regulate and administer parking areas to include Aupuni Center. Section 24-228. The current language in the Hawaii County Code states the director's authority will initially be confined to the County building and that other areas may be subjected to parking controls. We are amending the code to include the Aupuni Center complex, and "any other County buildings, structures, or grounds" not otherwise delegated to any other department of the County which is similar language stated in Chapter 2, article 9, Division 1, Section 2-39, Duties of the director. This section is being revised to further specify that parking may include public off- street parking, employee parking and special parking. The added language for special events, was intended to further clarify the director's authority over these various parking areas and to be consistent with Section 21-231 (c) for special parking of metered areas.
