KIYOSAKI, CHIEF ENGINEER <br /> SUBJECT: BILL NO. 68, DRAFT 2 <br /> TRAFFIC REGULATION ON PRIVATE STREETS <br /> Thank you for the opportunity to provide input on Bill No. 68 relating to the enforcement of <br /> traffic regulations on private streets. <br /> Our major concern lies with Section 24-8. (b) which requires the chief engineer to determine <br /> whether or not the police department could traverse. a private street "without the significant <br /> probability of either resultant damage to their vehicles or resultant personal injury". We feel this <br /> is going beyond the fiznction of our department and respectfully request that we not be part of this <br /> review process. There are no engineering criteria upon which we can base "significant <br /> probability" of vehicle damage or personal injury. Furthermore, we do not feel that we should <br /> make these subjective judgement calls for the police department. <br /> Therefore, we strongly urge the Council to amend Bill No. 68 to delete this requirement.
