MEMORANDUM

SUBJECT: BILL NO. 68, DRAFT 2
TRAFFIC REGULATION ON PRIVATE STREETS
Thank you for the opportunity to provide input on Bill No. 68 relating to the enforcement of
traffic regulations on private streets.
Our major concern lies with Section 24-8. (b) which requires the chief engineer to determine
whether or not the police department could traverse. a private street "without the significant
probability of either resultant damage to their vehicles or resultant personal injury". We feel this
is going beyond the fiznction of our department and respectfully request that we not be part of this
review process. There are no engineering criteria upon which we can base "significant
probability" of vehicle damage or personal injury. Furthermore, we do not feel that we should
make these subjective judgement calls for the police department.
Therefore, we strongly urge the Council to amend Bill No. 68 to delete this requirement. Thank
you for your consideration.
