I2E: Attached BiII For An Ordinance Amending Ordinance
02-77 Kelating To Public Improvements By Appropriating
Funds For A Pahoa Village Resource Park
Please have the attached bill for an ordinance referred to the Council for consideration.
The intent of the proposed bill is to have the above mentioned item included within the
Capital Improvement Program. Also attached is a Financial Impact Statement that
further delineates the scope of this project and a map of Pahoa Village Town.
The purpose of this bill being waived to Council is to track Bill 45.

RE: Pahoa Village Resource Park -Council District 5
Dear Mayor Kim:
Pursuant to the County Charter, Article X, Section 10-6, enclosed for your review is a bill
amending Ordinance 02-77 relating to Public Improvements and Financing, Fiscal Year
2002-2003. "fhe proposed amendment would appropriate $1,250,000.00 for the
acquisition, planning, design and construction of the Pahoa Village Park (Next to the
Akebono Theatre) to include but not be limited to. Paved public parking, restrooms and
an information kiosk. If approved, this project will provide an economic stimulus as well
as generate additional recreation areas for the residents ot~lower Puna.
Your prompt reply is appreciated, as this bill will be agendized for the next Council
meeting on January 23, 2003.

RE: Bill No. 46 An ordinance adding the Pahoa Village Resource Park for
$1,250,000 to the Capital Budget.
Pursuant to Section 1(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
