E C [ 1 V E D Subject: Ammonls roeponee and trolning Ater Fire Chief: MOV t19 Qpp) Chia: as you are aware there is anhydrous ammonia left on the premises at the ,Hilo Ice Plant oa $anyan Dr, The HEER Office of Health Dept has been arranging the removal of the ammonia, end thfs has afforded ue all a traieting opportunity. 1 would like to take this time to brief you on the exlathtg situation and the opportunity, since things are coming together tirnewttt. Our response contractor had oAglnally made the suggestion that we piggyback the Hilo removal with a decomimisioning of a Nary plant hero on Oahu. An intetmodal container had to be brought to Pearl Harbor from Calit: to acwmodate the waste ammonia, and that job was finished yesterday with the container due in Hilo on Wad the 14th of Nov. Pence will start preparations on Wed with pumping on Thursday.The arzrmonia should be in the intermodal by Thursday afternoon for shipment to the Mainland. The ptocew includes pulling a vacuum on the plants rrxiever to remove residual. We anticipate no venting, only a transfer from tank to tank. There should be tw need for any street closures or displacement of golfers or other users of the area. ~` The treiaing opportunity that I propose is that Pence is bringing an emmotsia expert to the trartafer. I suggest that Hazmat personnel come to the Beene at 0830 on Thtus 15 Nov, to be briefed on the system, its oparation, dangers etc by this industry expert. We will finish before lunch, when the firefighters have had enough. I have previously spoken to Dep Chief Wayne Awai, Capt Myron Ychsioka, and Dr John Bowen about this end they are ell for it. If you have others who want to attend, this is not a problem. the area is a bit tight but we'll manage it. I hope this is suitable to you, as we are trying to turn a bit of response work into an opportunity.
