This obligation maybe impracticable to carry out when a <br /> private street is in such poor condition that it may not be traveled by the police without a <br /> significant risk of damage to police vehicles or injury to police personnel. <br /> Consequently, I propose addition of the following language to the bill that would enable <br /> the police and the department of public works to inform the council of streets that are in <br /> such poor condition that they may not be safely traversed by the police. <br /> SECTION Chapter 24, article 1, section 24-8, Hawaii County Code 1983 <br /> (1995 edition), is amended to read as follows: <br /> "Section 24-8. Council to exercise certain functions by ordinance. <br /> (a) The council shall by ordinance: <br /> (1) Determine and designate the type of all official traffic control <br /> devices; provided, such official control devices shall, with respect <br /> to size, shape and color, be uniform, shall correlate with and <br /> conform to, the system then current, as approved by the Federal <br /> Highway Administration, U.S. Department of Transportation. <br /> 2.3~.
