To: Hawaii County Council
Thank you for this opportunity to speak at this hearing today. My name is Lori Pasco and I
have been a resident of Volcano for 21 years.
I would like to voice my support for Mr. Thomas' re zoning request, and take this opportunity to
bring to your attention the following information concerning the proposed commercial re zoning.
There has been an effort to confuse the facts surrounding the issue of this re zoning. One of
the most damaging to our community, is the circulation of misinformation to the Volcano
residents.
The proposed use has been erroneously characterized as a an industrial development, through
a mailing sent to every mailbox in Volcano, prior to these hearings. The wrifer of this mailing
was not able to be corrected or confronted about this mis-information because it was signed by
no one or affiliated to any organization. The impact of this misinformation was misleading,
and polarized community members, causing a negative over-reaction. This misinformation is
still being repeated today. RECEYt/1"t?
Please consider the following 10 facts - time_-_--.~---.-fl ` BO
County Councli
1. The proposed use for this request is for warehouse space for the existing True Value store -
not for a lumberyard.
2. The True Value store is operating with inadequate warehouse space. Stocked items are
stored in the isles of the store, in Matson containers, under the owners' own home and in his
personal residence. He needs additional storage space to clear his home of stock and include
some much requested small equipment rentals, pre-cut lumber and home improvement
materials.
3. The Planning Dept. has favorably forwarded this zoning change, ruling that it is legal.
4. The Planning Commission has favorably forwarded this zoning change ruling that it is legal.
5. The warehouse addition to the retail store is a legally appropriate use for the village
commercial designation of Volcano.
6. 116 people signed a petition against this re zoning request.
483 people signed a petition in favor of the zoning change. This is a show of almost 5 to one,
in favor. You may refer to the two petitions included.
7. Mr. Thomas has already made considerable concessions to his original plans, in an effort to
appease the most vocal of the detractors.
The detractors have made no concessions.
8. The Volcano community has not authorized the 2020 documents to represent the will of the
community. f ^

9. The Volcano community has not authorized the detractors to represent our community
through the 2020 plan.
10. The Volcano community has not approved any design district plans.
Based on these facts,
the request to re-zone the property is a legal use;
is an appropriate use for the commercial district of Volcano;
and is supported by the majority of Volcano residents.
I appeal to you to give a favorable ruling of this request in accordance with the existing County
General Plan for Volcano area.
Thank you for listening to my concerns.
Sincerely,
Loretta Pasco

Dear Volcano Resident,
The lumber and equipment warehouses
being proposed behind True Value Hardware Store
will be as long as a football f?eld and as tall
as the covered basketba[I court at Cooper Center.
Do you want this type of industrial development in the heart of our community?
Do you want trucks moving lumber along Old Volcano Road on a regular basis?
Do you want to set a precedent for future development that will be difficult to turn around?
