Commuting to Los Angeles T01 trW Sepje46 <16--X 2002 On a PBS report about the lack of housing affordable for working families in Burlington, Vermont, the president of a condo association — fighting an afford- able housing project next door — said something like "People should be willing to pay more for a better quality develop- ment." Reminded me of a new Volcano resi- dent, who, just the week before had opposed the development of a lumber yard in Volcano by our hardware store owner, saying "we should be prepared to spend a little more to drive to Hilo for what weneed in order to preserve Volcano's forest" Luckily, another resi- dent piped right up and said "I often hear that kind of thing from people who have money." The battle cry of the opposition to commercial development in Volcano and elsewhere in Puna has been "to protect our rural [sic] lifestyle." In Volcano, we are fighting a battle against gentrification, suburbanization, and the destruction of community. Volcano and other Puna communities have historically been rural. Country towns where residents live, shop, work, worship, go to school and play ball in that community, and where the residents collectively feel responsibility for the lives of all residents — very much like the kind of towns described in the Ahwahnee Principles quoted at right. That's what rural means. Volcano, like all of Puna, is growing fast, with new homes constantly being built in our 4,000 or so vacant lots. So, to continue as a rural town, with a wide variety of jobs for diverse residents, we need to grow our local economy, preferably by providing opportunities for local entrepreneurs. There is no more local entrepreneur than our local hardware man, Maurice Thomas, who left Volcano after high school for Alaska and Saudi Arabia, to save money for his dream of being the hardware store owner in Volcano. His wife, Jiranan, from Thailand, has opened one of the best Thai restaurants in the state, if not the counu-y. I know, because people who stay at my vacation cottages tell me so, regularly. I am grateful. Since about the mid -1970@, an influx of suburbanites — people who live in Volcano, but commute daily to Hilo - has appeared. This, too, is a common pat- tern. It created Los Angeles among many other suburban sprawl nightmares from a network of rural towns con- nected by narrow roads and trains. Once the suburbanites come, they rapidly mus- cle the rural town out of business, until only commuting professionals can afford to live there, and almost no one can work there. The two-lane road widens and widens, destroying other towns in its path. The suburbanites oppose business expansion that would provide local jobs by claiming to want to "preserve the rural lifestyle" when what they mean is exactly the opposite. They want to destroy the rural lifestyle and replace it with subur- bia. I find this particular community- and diversity -destroying hypocrisy so offen- sive that it makes it hard for me to dis- cuss it with those who espouse it. To me it is the same kind of discrimination as the Jim Crow South. Not just against whole classes of people in my town, but, globally, against all the people of the world who must suffer storms. floods and famines so that we can continue to spew carbon from our Single Occupancy Vehicles in our 60 mile commute— "to protect our lifestyle" Claiming the word rural for intentions that are exactly the opposite makes me feel like going out and lying down on the highway in front of their cars. -I just don't get it. How can "Greens" say they support biking, walking and transit and then oppose places to bike or walk TO? How can they insist on their Goodellby Bonnie "I. All planning should be in the form of complete and integrated com- munities containing housing, shops, ` workplaces, schools, parks and civic facilities essential to the daily life of the residents. 2. Community size should be designed so that housing, jobs, daily needs and other activities are within easy walking distance of each other. 3. As many activities as possible should be located within easy walking distance of transit stops. 4. A community should contain a diversity of housing types to enable citizens from a wide range of econom- ic levels and age groups to live within its boundaries. 5. Businesses within the communi- ty should provide a range of job types for the community's residents. 6. I can even recognize that in the long run the specu- lative real estate mentality, the urge to create an "exclusive location," has, in league with the highway lobby, usually won against rural values. But we will might it. In this war of words, we need insist that words be used for their actual meaning, not inside -out propaganda.
