Be: Bill No. 265 amending Chapter 25 of the Hawaii County Code,
relating to Scenic Corridor Overlay Districts. Scheduled for Friday, Dec

Dear Bobby Jean Leithead-Todd and Members of the Planning
Committee:
If you type in "Scenic Corridor" (using Google to search the world wide
web) you will get 4,588 "hits". Its you scan these, you will see that
states from Bleska to Florida have Scenic Corridor Programs that
recognize important and beautiful resources valued by residents and
visitors. Our County needs a Scenic Corridor Program.
Bill 265 is a needed amendment within the County Code for the
establishment of a Scenic Corridor Program in the County of Hawaii.
The Federal Highway Hdministration operates the National Scenic
Byways Program in 45 states. The Program offers communities
funding opportunities and training to identify, preserve, and develop
scenic, cultural, historic, archaeological, natural, and/or recreational
resources along designated transportation corridors. The program
encourages local citizens, business, conservation organizations, and
government agencies to work together to protect these intrinsic
qualities that may exist along transportation corridors.
Conditions have been included in this proposed amendment to Chapter
25, in order to he eligible for funding from this Federal Program, once
it is in place. Bs an example, the amendment includes the requirement

for a Corridor Management Plan -required by the Federal Scenic
Byways Program.
With or without a Federal Scenic Byways Program, the establishment
of a new section for Scenic Corridor Overlay Districts within Chapter
25 provides the Planning Department with a useful tool to more
effectively respond to regional planning for our County.
