Pursuant to Section I (g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai "i, this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial [t is therefore advantageous that approval is granted and
the matter placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.

Re: Waikoloa Ho'oko Street Park -Project Addition
Enclosed for your review and recommendation is a bill amending Ordinance 02-77, the Public
Improvement and Financing Budget by adding the above project.
As you know, this project leas been underway since 1996. In order for this project to be
completed, an amendment to the public improvement and financing budget is necessary. A map
and necessary financial worksheets for this project are attached for your convenience.
Pursuant to Section ] 0-6(c) of the Hawaii Capital Budget Capital Programs and County Charter:
Scope: Council Action, your recommendation of this request is greatly appreciated by January
31, 2003.
