RE: Ordinance amending section 25-8-3 (North Kona Zone Map), Article 8,
Chapter 25 (Zoning Code) of the Hawaii County Code, by changing
The district classification from Agricultural (A-Sa) to single family
Residential (RS-20) at Hienaloli 2"d, 3'a, and 4u', North Kona, Hawaii
Covered by Tax Map Kay 7-5-10: Portion of 52 and Portion of 65

Madame Chair, Vice Chair and Members of the County Council Committee:
We are writing this letter, not in opposition of the proposed zone change, but to stress the
importance of this property being developed with care of the existing properties around it,
the infrastructure, and traffic ramifications.
We have been to all of the meetings with The Planning Commission, discussing this
proposed zoning change. One of the main concerns of ourselves, and many of those who
were also present at these meetings, was the additional traffic on Nani Kailua and also
Aloha Kona. During these meetings, there was never any viable solution to these very
real and worthy concerns. Both Nani Kailua and Aloha Kona are already well traveled,
since they accommodate all residents on both sides of these streets, which include three
or four developments. Nani Kailua is the only through street to Queen Kaahumanu
Highway. These streets have already become speedways and additional two cazs per
proposed 17 new homes, will only add to this existing safety situation. It didn't appear
that any real study of the immediate impact to the roads or existing homeowners had been
done... certainly no immediate viable solution had been offered. The same problem has
been easily solved on Royal Poinciana, by creating speed bumps to slow down the traffic.
They are very effective!! We feel this would be a viable solution to the safety of the
homeowners on Nani Kailua and Aloha Kona, and would be something that could be
immediately put in place to help with the additional cars that will be using these access
roads.
Furthermore, as discussed during the last Planning Commission meeting, the access to
this proposed subdivision will be from an extension of Melelina Street. Going north on
Melelina Street, just past Aloha Kona, there is a steep hill that is blind for the cars going
up it. There needs to be careful study and engineering of this situation, to stop potential
accidents from cars coming out of the proposed new development. Comm. No. ~

There was also a discussion and a question as to whether the extension of Melelina Street,
into the proposed development, should end at the North end, by being stubbed out for
possible connection to Henry Street, at some further date, or a cul-de-sac. In addressing
this and alleviating further traffic concerns, this, we feel, should definitely be a cul-de-
sac.
There is also a great concern that care be taken as they are grading and preparing these
lots for further development. This grading should be engineered so that it doesn't divert
water mn off, from the recognized flood zone, or the new lots, onto the adjacent already
developed properties.
We appreciate your attentions to our concerns and ask you to please make these a part of
your consideration, before deciding to go forward with this ordinance.
