Dear Council Member Elarionoff
Thank you for the opportunity to review and provide comments on the proposed bill to amend
the capital budget by appropriating $550,000 to fund the completion of the Waikoloa Hooka
Street Park. This project has been underway since 1996. The design work for the pavilion/
restroom, parking lot and access was completed in the fall of 2002.
Although the community of Waikoloa has another County park, that park does not have a ball
field. That is the reason this project was initiated. While we have provided materials for the
community to begin work on this park, as well as funding the design for the rest of the
facility, the County's limited fiscal resources have made it difficult to predict when this
project would be completed. A plan for completing the park in phases based on community
priorities has been established and will be followed if bond funds are not available.
I understand that the present proposal is to utilize funds from the proposed 2003 bond float to
fund the Hooka Street park, and if the County Council makes the policy statement of
including this park in the bond, I will release the funds from the bond issue to complete the
project.
