Change of District Classification from Single Family Residential (RS-10) to General Commercial (CG-20), Waiakea, South Hilo, TMK 2-2-4014 & 69 Dear Members of the Council Committee on Planning, The following are my concerns about this project 1) I notice that in the Hawaii County's proposed General Plan as amended, this property has been rezoned from low density to high density. But the change is only a "proposed" change since the General Plan has not yet been adopted. Please discuss this matter with Mr. Fuke today at your meeting. I am curious as to what will be said since this was one of the reasons why this project was stalled in 2001. 2) Mr. Fuke says that the State Highways' J3ighway Division will allow the Matsuno property aces onto the highway "with conditions." What kind of conditions are these? And how' will this new access affect the access onto Puainako? FYI, it is not acceptable to have cars from this project making right turns onto Puainako and jeopardizing the lives of DHHL residents, like my 82 year old mother, who makes left turns onto Puainako from Pilipaa Street. 3) When Mr. Fuke received approval from the Planning Commission back in 2001, they never yues[ioned him about the major flooding that took place on the property in November 2000. At that time, FEMA was doing its investigation and we were waiting on FEMA's new flood studies. Has FEMA completed those flood studies yet? Do the flood studies allow the kind of development that Matsuno is proposing'? 4) Is it the right time to have this project up for approvals? Or should this project wait until the proposed General Plan is approved? I will be looking forward to what will be discussed and decided today when I watch the se~ssio y next week.
