ahove resohrtion and bill. Meadow Gold Dairies. Inc. desires to expand its
operations located at 11 Railroad Avenue onto a portion of land presently- used by the
Parks & Recreation Maintenance Shop. An arrangement is being worked on so that
the County acquires the lease interest and structures from H. I larada Construction,
Inc. as a replacement site for the maintenance shop. Meadow Gold Dairies has
offered to fund the $129.000 lease interest purchase and to relocate the llepartment's
structures to the new parcel at no cost to the County. 'I~hc 1 L Harada Construction
parcel is more than double the size of the parcel that is being given up by the County.

transmitting the above bill. Presently, the current Cost of Government Commission
is nearing the end of its term and the Commission teels it has only "scraped dm
surface" with respect to the work they need to accomplish. A permanent Cost of
Government Commission will provide members of our public the opportunity to
review County operations on an ongoing basis and make recommendations w the
Mayor and the Council.

the planning, the site selection/acquisition, and the design of a County services

above bill. This project inchides the site acquisition of the Sun Sun Lau property and
the design and construction of amulti-function administration and support complex
for Hawaii County Fire Department Administrative Services, Training and Dispatch
operations. Presently. these offices arc dispersed and in the tsunami inundation zone
and a training facility has never been provided.

transmitting the above bill. The current user tees were developed based on the
assumption that the administration portion of the Operating Budget would be funded
through the General Fund. However, since FY 1999-2000, the Wastewater Division
has been required to fund all operating costs including operation, maintenance,
equipment replacement and administration expenses exclusively through user fees.
This bill increases the Wastewater Service Charge rates contained in
Section 21-36.1. Effective July 1, 2003, Single Unit Residential rates will
be raised from $27 to $36 and incrementally to $40 per unit by July 1,
2007; the Multi-Unit sewer rates will be raised from $27 to $2K per unit;
the Non-Residential base rates will be raised from $22 to 524, and
incrementally to S28 per unit by July 1, 2007, (the monthly usage charge
per 1,000 gallons rafter the first 7,000 gallons) being raised to $4.20 per
unit on .luly 1, 2007); the Gang Cesspool rates will be raised from $15 to
$23; the private haulers' discharge fees will be modified with the
maximum charge per load being raised from $30 to $40; and a charge for
recycled water will be established.
