RE: Bill No. 45, Genera] Obligation Bonds
This is to request your favorable consideration of an amendment to Bill No. 45, Draft 2 by
increasing the authorized bond amount by $3.5 million for the planning, design and construction
of an East Hawaii Regional Sort Station (Phase 1).
Since the last Council meeting, the administration has learned that the sort station needs to be
built before the Hilo landfill is full and should not be tied to the higher tech waste reduction RFP
for several reasons, including the complexities of privatization and vendor reluctance to finance
the sort station without operational involvement. The County needs to be efficiently handling
our solid waste prior to closure. In the near future, additional funds will be needed for the South
Hilo landfill closure.
