RE: BASIL'S PIZZERIA RESTAURANT
It has been brought to my attention that there may be a potential
violation of public use in Kailua Village.
The Kona Outdoor Circle provided the funds to improve and beautify
the public walkway between Kona Plaza attd Emma Square on Alii Drive
some years ago. This area was to continue to be used as a
pedestrian walkway. The restaurant is located north of Mokuaikaua
Church on Alii Drive.
Basil's has applied for a use permit to allow expansion of their
food and beverage service outside the enclosed restaurant, which
would require chairs and tables to be placed on the walkway. One of
the problems we have with this is that the request was apparently
submitted directly to your committee at the County Council, which
was heard at your committee meeting on April 15, bypassing the
normal permit process with the Planning Department and the Kailua
Village Design Commission. I don't understand how the Council can
even consider this request without first going through the proper
channels.
Inasmuch as the Kona Outdoor Circle provided this area as a public
walkway, and not as a dining area, we protest any consideration of
this permit application.
