Attached is an email I sent to my councilman Curtis Tyler. Although I
thought it was still at the Planning Committee level, I understand now
it will be considered on Thursday by the full council. Traffic calming
is necessary now on Walua Road. Any traffic engineer will tell you
posting a slower speed than an improved will allow will NOT be traffic
calming -unless the county also posts a policeman to enforce it. You
won't. Waiting until many pedestrians aze hurt or killed is not
acceptable. This azea along Alii Drive is already one of the most
dangerous and filled with pedestrian problems. These concerns must be
addressed with new development.

I am submitting comments by email incase we aze not allowed by Al
Konishi to submit them by video conferencing to the Planning Committee
on Thursday morning.
I live in Kona Pacific Condominiums located on Walua Road and have been
aware of this potential development for some time. In fact, Kona Pacific
Condominiums submitted a contested case at the Kailua Village Planning
Committee because of the significant traffic impact on the neighborhood.
We thought we had a fair solution but changes made to plans since our
negotiation will significantly impact this neighborhood.
Specifically, the change not to allow left-hand turns to/from Alii Drive
and the property and the change to widen Walua Road to 60 feet will put
significant traffic stress on Walua Road at greatly increased speeds.
This will preclude any pedestrian use along this road or make it
extremely dangerous. This is greatly in contrast to current expectation
and practice.
Traffic calming MUST also be included for this development to continue.
Separated sidewalks (not just widened shoulders) on BOTH sides of the
street will calm traffic but speed humps will also be necessazy to slow
traffic from this widened improved connector road status.
The sidewakls on both sides will encourage all along the road to walk
and leave the caz at home, also reducing the traffic stress on the road.
Thank you for your consideration and help in distributing this to other
council members.
