Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by increasing the
Sewer Fund's Fund Balance Reserve for the Equipment Replacement Fund by $1,100,000
and appropriating it to the Replacement Reserve Account. The funds will be used for the
Hilo Wastewater Treatment Plant Biotower Pump Replacement ($800,000) and for the
King Kamehameha Sewage Pump Station Modifications ($300,000).

A. REQUEST:
Appropriation of a portion of the Designated Equipment Replacement Fund Balance (2271.21) distributed to
the following:
Hilo WTP Biotower Pump Replacement $800,000.00
King Kamehameha SPS Modifications $300,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Hilo WTP Biotower Pump Replacement: The scope of this project is to replace the four Biotower pumps
which convey flow from the primary to the secondary treatment processes at the Hilo Wastewater
Treatment Plant. The original pumps, which were installed as part of the original construction, were
of the wrong design and have operated poorly for the life of the plant. Of the original four pumps,
only one is currently operational.
Kinp Kamehameha SPS Modifications: The scope of the project is the complete renovation of the King
Kamehameha Sewage Pump Station in Kona. Originally budgeted to cost $250,000, structural
damage identified during design will require more extensive modifications to repair. In addition, the
existing stand-by generator has broken down and we curreetly are relying on a portable generator for
stand-by power,
