TWIG! via Channel 52 about the Walton property. I also spoke to Mr.
Mooers a few days ago to get a better understanding of how this Property
would gain access to the highway. The folbwing are my concerns and
recommendations about access for the Welton Property
i) The option of requiring the Welton property to connect dlntetly to Quell
Kaahumanu Highway should be left oean and this property's intarnsl
roadway system should ba designed In such a way as to anew for this
highway connection in the near future. Additionally, dw to the steep
topography, the collector road for tf+ls connection should be designed
with curves and bends in k so as to quell speeding. Altheugh Mr. Mooers
Inslsb tf>,st the state DOT will not allow him access Onto the highway

surrounding undeveloped lands In that arcs, fall within the urbsn coro.
This means tl>Iat eventually, all those surrounding ownees will be coming
forward to develop their lands Into more homes, thus Cresting a need
for another connedlon (besides Nani Kallus Drive) onto the highway.
2) If the option Of utilizing the neighboring subdivklons to tM south of the
Welton property as a way to gain access to Kaahumanu highway Is
granted, then treffk calming along all possible aMected roads should be
a requirement. Please refer to the Kona Trefflc safety Commitbe's
letter and the latter from Pat and Dan Ohwn for further guldanq on thk
matter.
3) Cul de sap on any road that will have a possible connection to another
subdivision shauNl not be allowed. Thti undermines ell the hard work
and attempts by the Planning Department and Peter Young to create
tonnecthrity between the nalghborhoods as a way to ease highway
cengastion and as a way to encourage end spew ether modes of
transportatkm (walking, bkyding, etc.) to thrh?~ sahly.
4) Lastly, we cannot expect our Planning Director to catch all the planning
details at his level. Ne Is too busy with the larger legal details. Perhaps
sing the talents of Roy Takamoto, who has a Masters DegrN In
lanning, would help you to make the responsible dedslons that we aro
