Harada Contractor, 24 Railroad Avenue, Hilo, Hawaii; UEC Project 7791; November 17, 1994; Page 2 of 16 EXECUTIVE SUMMARY A limited subsurface investigation was conducted at the H. Harada Contractor, Inc. equipment yard located at 24 Railroad Street, Hilo, Hawaii. The investigation was designed to document the condition of soil in the excavation following the removal of one 1,000 gallon underground storage tank (UST) used to store diesel fuel and one 1,000 gallon UST used to store gasoline. During closure activities, no visual or olfactory evidence of petroleum contamination were observed in soils removed from the excavation, in the walls of the excavation, or beneath the dispensers. Field screening using a photoionization detection device (PID) indicated organic vapor levels which would indicate grossly contaminated soil beneath the east and west ends of the diesel UST and beneath the diesel dispenser. According to the Hawaii State Department of Health (DOH) Technical Guidance Manual (TGM) for the closure of USTs, the criteria for the identification of grossly contaminated soil using organic vapor readings for diesel is 50 parts per million (ppm) (State of Hawaii, DOH, 1992). Laboratory analysis of soil samples collected beneath the diesel UST and its dispenser indicated detectable levels of total petroleum hydrocarbons (TPH) as diesel. TPH as gasoline was not detected beneath the gasoline UST or its dispenser. No groundwater was encountered during the excavation of these USTs Environmental Assessment at H. Harada Contractor, 24 Railroad Avenue, Hilo, Hawaii; UEC Project 7791; November 17, 1994; Page 4 of 16 INTRODUCTION/PURPOSE Unitek Environmental Consultants, Inc. (UEC) was retained by H. Harada Contractor, Inc. (H. Harada) to document work performance, conduct monitoring procedures, and perform limited assessment services following the removal of one 1,000 gallon diesel UST and one 1,000 gallon gasoline UST from the H. Harada facility located at 24 Railroad Avenue, Hilo, Hawaii. The objectives of UEC were to provide H. Harada with documentation detailing the condition of the area surrounding the UST systems and to identify the immediate and most recognizable environmental concerns relative to soil contamination due to petroleum hydrocarbons and related substances. Specifically, UEC was tasked to: Visually inspect and document by photography the conditions of the LISTS and soil after excavation of the UST systems. 2. Perform field testing using a PID to monitor concentrations of organic vapors in the excavation and to guide soil sampling activities. 3. Perform limited soil sampling and analysis in the UST excavation. 4. Evaluate the results of the assessment to determine if further environmental investigation is warranted. 5. Compile and refine data to be presented and prepare a written report. The data quality objectives (DQOs) for this preliminary site investigation were to determine the presence or absence of petroleum related contaminants in the UST excavation. Analytical parameters were chosen based on information on the past use of the UST systems as supplied by the client. Field data obtained with the PID were used as Level I analytical support and laboratory data were used as Level III analytical support (EPA, 1987). Users of data collected as part of the project are to include the implementing agency (State of Hawaii DOH), UEC, and the client. Environmental Assessment at H. Harada Contractor, 24 Railroad Avenue, Hilo, Hawaii; UEC Project 7791; November 17, 1994; Page 5 of 16 Although this survey provides data on the relative presence or absence of suspect contaminants in the areas sampled, it should not be construed as a detailed delineation of the presence or extent of contamination existing in other areas of the facility. Given the often obscure and elusive nature of hazardous substances and the enormous liabilities they may represent, UEC will not provide guarantees that negative findings during this preliminary site survey confirm the absence of all environmental contamination or liability. A far more in-depth investigation involving extensive sampling and laboratory analysis would need to be requested by the client for such assurance. Harada Contractor, 24 Railroad Avenue, Hilo, Hawaii; UEC Project 7791; November 17, 1994; Page 6 of 16 CL�ff�II� Land Use: The site is a construction equipment yard located in an industrial section of Hilo, Hawaii. The site is bounded by Railroad Avenue to the east and various businesses to the west, north, and south (Figures 1 and 2). The Underground Storage Tank Systems: The USTs were located approximately 5 feet northwest of the petroleum storage shed (Figure 2). UST 1, the diesel UST, was located to the south of UST 2, the gasoline UST. One dispenser was associated with each of the USTs. A total of 57 feet of product piping was associated with the USTs. According to DOH UST Database Listing, the tanks were installed in 1981. They were placed out of service in April 1994. The USTs were used for fueling fleet vehicles. Environmental Assessment at H. Harada Contractor, 24 Railroad Avenue, Hilo, Hawaii; UEC Project 7791; November 17, 1994; Page 7 of 16 PROCEDURES AND OBSERVATIONS Excavation and Tank Decommissioning Activities: Excavation activities, performed by H. Harada, commenced on October 18, 1994 and were completed on the same day. At the time closure activities were performed, no product remained in the tanks. Prior to excavation, personnel from Unitek Environmental Services, Inc. (UES) monitored the vapors within the USTs with a GasTech combustible gas indicator (CGI). The CGI was calibrated according to instructions in its accompanying user's manual with methane. Vapors in the USTs were below 10% of the lower explosive limit (LEL) Therefore, degassing procedures were not performed. Prior to arrival of UEC personnel at the site, the tops of the USTs were excavated. Excavation revealed that the USTs were buried beneath approximately 2.5 feet of dark brown gravely silty sand. The fill pipe of each of the USTs was located on the east end, and a product line and vent line were located on the west end of each UST. The invert level (base) of each tank was approximately 6.5 feet below the surface. The USTs were removed from the excavation using a backhoe and placed on the side of the excavation for cleaning and removal by UES. A visual inspection of the USTs revealed no visible holes and only minor corrosion. The excavation resulting from the removal of the UST measured approximately 22 feet long by 11 feet wide by 6.5 feet deep. No visual or olfactory evidence of petroleum contamination were present in the excavation. However, PID readings indicated the presence of grossly contaminated soil beneath the diesel UST and the diesel dispenser. PID readings did not indicate the presence of grossly contaminated soil beneath the gasoline UST or its dispenser. Soil samples for laboratory analysis were collected 115 feet below each end of the USTs. The results of laboratory analysis of the sample are provided in the "Findings" section of this report. Groundwater was not encountered during the excavation of these USTs. The UST was cleaned on site by UES then removed for disposal as scrap metal. The tanks were cut open by UES with a "cold cut" saw and thoroughly cleaned according to OSHA regulations Environmental Assessment at H. The Lipper interior surface of each tank was cleaned using a hand held bristle brush, and the region below the sludge line was cleaned using a flat scraper. Sludge and liquid generated during cleaning of the tanks were placed in a new Department of Transportation (DOT) 17C open head drum for recycling. The USTs were disposed of by H. Harada. Documents regarding the disposition of the USTs and the material generated during cleaning are provided in the Appendix to this report. Following removal of the USTs, the excavation was backfilled using material removed during excavation and fill material brought from off site. Environmental Assess lent at H. Harada Contractor, 24 Railroad Avenue, Hilo, Hawaii; UEC Project 7791; November 17, 1994; Page 9 of 16 SAMPLING AND ANALYSIS Field Monitoring: Field soil samples were screened for organic vapors with a PID using the ambient temperature headspace (ATH) method. These samples were collected In resealable polyethylene plastic bags and allowed to remain at ambient temperature for 15 minutes. After the allocated time, the PID probe was inserted into the headspace of the plastic bag. Ionizable organic vapors in the headspace were then directly monitored by the PID. Soil Sampling: Table 1 includes descriptions and locations of samples collected for this investigation. The sample locations are shown on Figure 3. Laboratory samples were collected in pre -cleaned (EPA protocol) glass jars supplied by the analytical laboratory. Each jar was completely filled with soil collected by the backhoe operator from a freshly exposed soil surface by inserting the jar into the soil in the backhoe bucket. Upon removal, each jar was tightly covered with a Teflon -lined, threaded cap. All samples were appropriately labeled, stored on 'Blue Ice" refrigerant in an ice chest to minimize volatilization of petroleum hydrocarbons, and transported to the analytical laboratory for analysis. Prior to collection of each sample, the UEC field geologist donned a fresh pair of clean rubber gloves to prevent cross -contamination of samples. Findings of laboratory analyses of the soil samples indicate: Nondetectable levels of TPH as gasoline for all samples analyzed; Nondetectable levels or levels below the DOH recommended cleanup criteria for all samples analyzed; and Detectable levels of TPH as diesel in both samples collected from beneath the diesel UST and in the sample collected from beneath the diesel dispenser. Discussion/Recommendations: Field observations and laboratory analysis of soil samples collected from the UST excavation indicated evidence of a possible petroleum release from the diesel UST and diesel dispenser which were removed. Based on the information gathered during this investigation and the laboratory analysis performed by Environmental Laboratory of the Pacific, UEC recommends additional sampling and analysis in the area of the diesel UST and diesel dispenser to determine if BTE and polynuclear aromatic hydrocarbons, DOH constituents of concern, are present.
