RE: Bill 45, Draft 3
Dear Mayor Kim
The purpose of this letter is to hereby request, pursuant to Rule No. 17 Rules of Procedure of
the Council of the County of Hawaii, the opportunity for the Council to Move to Reconsider its action
on February 5, 2003 of passing Bill 45, Draft 3, on second and final reading.
The purpose of the reconsideration would be to deliberate further on a project for West Hawaii
which the Council previously deleted and failed to reinsert on February 5. A number of Council
members have re-evaluated our positions on the project and would like to have it included in the bond
authorization bill.
I am informed and believe that Bilt 45, Draft 3, was transmitted to you on February 6, 2003 and
pursuant to Section 3-12, Hawaii County Charter, you have until February 21 to veto the bill or it will
become law without your signature. It is my further understanding that you have not yet approved the
bill and would be agreeable to returning the bill to the Council if so requested.
I am asking this to be heard again because of the very real needs of the people of West Hawaii
for better services to be available to these residents.
