The purpose of the reconsideration would be to deliberate further on a project for West Hawaii which the Council previously deleted and failed to reinsert on February 5. A number of Council members have re-evaluated our positions on the project and would like to have it included in the bond authorization bill. I am informed and believe that Bilt 45, Draft 3, was transmitted to you on February 6, 2003 and pursuant to Section 3-12, Hawaii County Charter, you have until February 21 to veto the bill or it will become law without your signature. It is my further understanding that you have not yet approved the bill and would be agreeable to returning the bill to the Council if so requested. I am asking this to be heard again because of the very real needs of the people of West Hawaii for better services to be available to these residents. Thank you for considering this urgent request.
