REGARDING: Bill #36 -Proposal to raise tip fees for solldiwaste
I am the island Coordinator for the Community Empowerment Organization,
known as the CEO project. Our objective is to increase communication between
government and community in order to enhance public safety and the quality of
life on Hawaii island.
For the past year 9 District Facilitators and myself have been attending
community meetings, usually at the Neighborhood Watch level, all around the
island. Solid waste, roadside rubbish, abandoned cars, overflowing transfer
stations, landfills in crisis have been of major concern in most communities.
Realistic measures need to be taken if we are to see any progress. Every other
county in the state has a higher tipping fee than we do, yet we are the ones
facing a strict deadline from the Department of Health for landfill closure.
At the grass roots level we are working toward simplifying the declaration of
abandonment of cars, an Amnesty Day for appliance dumping, increasing the
availability of recycling containers in all communities, and finding grants for clean
up projects.
We cannot do what the council can do, which is to institute a planned increase
in tipping fees which can make real progress possible. With the population of our
county growing we need to free up more of the general fund for other uses.
