Arakaki, Chair <br /> and Members of the County Council <br /> Hawaii County Council <br /> 25 Aupuni Street <br /> Hilo, HI 96720 <br /> Dear Chair Arakaki and Members of the County Council: <br /> SUBJECT: Bill No. 17 - TMK Nos. 2-2-40:14 and 69 <br /> If the Council is inclined to rezone this property to commercial to allow some relief to the <br /> landowner, 1 would strongly suggest that there be an overall limit to the extent of the <br /> development. Although the present development scenario is confined to a relatively <br /> small area along Kanoelehua, the remainder of the property could ultimately be <br /> developed if a flood control project is built. This could either be by this developer or by <br /> another project that has the effect of diverting the water away from this property. <br /> In that case, the problem that the direct access poses to the free flow of traffic on <br /> Kanoelehua could be greatly exacerbated if this becomes the site of a large commercial <br /> development. The proposed CG-20 zoning would allow buildings up to 120' high, and <br /> there is no limit on the total commercial floor space that could possibly be developed, <br /> except for limits created by the size of the lot, the height limit, and the necessazy setbacks <br /> and parking. Please note that there has never been a Traffic Impact Analysis Report for <br /> this project based upon the Kanoelehua access, so it is difficult to conclude at the present <br /> time that access will not adversely affect Kanoelehua. <br /> The landowners' current development scenario calls fora 12,000 square foot building in <br /> Flood Zone X. It would be reasonable to put an absolute limit of 18,000 square feet of <br /> developed floor area on the project. <br /> Comm.
