This funding is the third increment which the County has received as part of its Domestic Equipment Program that began in 2001. These program funds are derived from a federal grant from the Department of Justice to mitigate the consequences of a weapons of mass destruction threat to the State of Hawaii. The purpose is to ensure first responders are properly equipped and prepared to respond to incidents of domestic terrorism involving chemical and biological agents, as well as radiological and explosive devices. The Hawaii County Police and Fire Departments will be using these funds to acquire specialized first responder's basic defensive equipment. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this amount to the Civil Defense Domestic Equipment Program for Police's and Fire's purchases. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI: The State of Hawaii has received grant funds for Year 3 of a Three Year Strategic Plan, from the Department of Justice, through the Office of State and Local Domestic Preparedness Support. The grant is a result of congressional funding to procure equipment for mitigating the consequences of weapons of mass destruction threat to the State of Hawaii. Financial assistance is for the purchase of specialized equipment to enhance the capability of local first responders through the acquisition of personal protective equipment; chemical, biological and radiological detection equipment; decontamination equipment; communications equipment, selective explosive device mitigation and remediation equipment; medical supplies and pharmaceuticals; and general support equipment. This grant is a result of congressional funding to prepare for the potential consequences of a weapons of mass destruction threat to the State of Hawaii. State Civil Defense has been designated as the recipient of the total allocated grant funds. Hawaii County is the final recipient of $591,051.00. The performance period for this grant ends on July 31, 2004. Funds provided by the grant can be expended to purchase personal protective equipment, chemical, biological, radiological detection equipment, decontamination equipment, selective explosive device mitigation and remediation equipment, physical security enhancement equipment, medical supplies and pharmaceuticals, and general support equipment that enhances the capabilities of State and county first responders. I. PURPOSE AND OBJECTIVES To ensure that first responders are properly equipped and prepared to respond to incidents of domestic terrorism involving chemical and biological agents, as well as radiological and explosive devices. II. AUTHORITIES Public Law 107-77, 107-117, 107-56. III. PERIOD OF PERFORMANCE The period of performance for this initiative will be from the date of execution through July 31, 2004. IV. FUNDING AND RESTRICTIONS a. Authorized Purchases Funds for this program may be used to enhance the capabilities of State and local first responders through the acquisition of personal protective equipment; chemical, biological, and radiological detection equipment; decontamination equipment; communications equipment; selective explosive device mitigation and remediation equipment; physical security enhancement equipment; medical supplies and pharmaceuticals; and general support equipment. Approved Detailed Budget Worksheets have been provided to your Civil Defense Agency. These funds are available only for emergency responders' basic defensive equipment. Memorandum of Agreement FY 2002 State Domestic Equipment Program Grant .Page 2 b. Funding Advance/Reimbursements The preferred method of payment will be a cash advance method. Prior to receipt of the award of $591,051.00, Hawaii Civil Defense is required to prepare an Operational Expenditure Plan that identifies when funds will be committed. State Civil Defense will advance funds based on the execution of the Operational Expenditure Plan. Payment will be made to the county provided required documentation is submitted to State Civil Defense. Checks will be made payable and forwarded directly to the County agency identified by Hawaii Civil Defense. Appropriate documentation submitted to State Civil Defense for payment will include a copy of the purchase order/contract, and vendor invoice certified "purchases/services received." State Civil Defense will process payment directly through Department of Defense Fiscal Office. State Civil Defense will coordinate the Operational Expenditure Plan on a quarterly basis with Hawaii Civil Defense and make adjustments in the cash advance based on expenditures and cash flow. If Hawaii County has funds that will not be expended prior to the end of performance period, State Civil Defense will request funds be reallocated based on State and County requirements. Hawaii Civil Defense is not permitted to transfer of funds to other county agencies. There is no cost-share or match required for this funding. If costs exceed the maximum amount of funding, Hawaii County shall pay the costs in excess of the approved budget. c. Restriction Funds may not be used for equipment such as vehicles, general use lap top computers, computer monitors and printers, and video-monitoring equipment, as well as arms and ammunition. ADDITIONAL REQUIREMENTS Hawaii County is required to ensure 100 percent accountability of equipment purchased with the grant funds.
