This funding is the second increment which the County has received as part of its Domestic Equipment Program that began in 2001. These program funds are derived from a federal grant from the Department of Justice to mitigate the consequences of a weapons of mass destruction threat to the State of Hawaii. The purpose is to ensure first responders are properly equipped and prepared to respond to incidents of domestic terrorism involving chemical and biological agents, as well as radiological and explosive devices. The Hawaii County Police Department will be using these funds to acquire specialized first responder's basic defensive equipment. Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State of Hawaii Department of Defense, State Civil Defense. Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating this amount to the Civil Defense Domestic Equipment Program for Police's purchases. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED: The State of Hawaii has received grant funds for Year 2 of a Three Year Strategic Plan, from the Department of Justice, Office of State and Local Domestic Preparedness Support. The grant is a result of congressional funding to procure equipment for mitigating the consequences of weapons of mass destruction threat to the State of Hawaii. Financial assistance is for the purchase of specialized equipment to enhance the capability of local first responders through the acquisition of personal protective equipment; chemical, biological and radiological detection equipment; decontamination equipment; and communications equipment. Hawaii County, in turn, has been awarded $254,500 for such purposes and needs to enter into an agreement with State Civil Defense in order to receive these funds. This grant is a result of Congressional funding for mitigating the consequences of weapons of mass destruction (WMD) threat to the State of Hawaii. The County of Hawaii is receiving $254, 500. Funds provided by the grant can only be expended to purchase personal protective equipment; chemical, biological, and radiological detection equipment; decontamination equipment; and/or communications equipment that enhances the capabilities of State and County first responders. I. PURPOSE AND OBJECTIVES To ensure that first responders are properly equipped and prepared to respond to incidents of domestic terrorism involving chemical and biological agents, as well as radiological and explosive devices. II. AUTHORITIES Public Law 105-277, the U.S. Departments of Commerce and Justice, and State Related Agencies Appropriations Act of 1999. III. PERIOD OF PERFORMANCE The period of performance for this initiative will be from the date of execution through January 31, 2004. IV. FUNDING USES AND RESTRICTIONS a. P.::±horized Purchases Funds for this program may be used to enhance the capabilities of State and local first responders through the acquisition of personal protective equipment; chemical, biological, and radiological detection equipment; decontamination equipment; and communications equipment. These funds are available only for first responders' basic defensive equipment. Funds may also be used to support broader domestic preparedness activities such as regional hazardous materials teams or other State first responder initiatives. b. Restrictions Funds may not be used for equipment such as vehicles and trailers, general use lap top computers, computer monitors and printers, and video-monitoring equipment, as well as arms and ammunition. V. DISTRIBUTION OF FUNDS Total FY 2000 and 2001 funds for Hawaii County will be in the amount of $254,500. VI.
