The original grant agreement between the County and the State Civil Defense was authorized in 2001 by Resolution No. 19-01 and the $120,000 grant was appropriated by Ordinance No. 01-21. The program funds are derived from a federal grant from the Department of Justice to mitigate the consequences of a weapons of mass destruction threat to the State of Hawaii. The purpose is to ensure first responders are properly equipped and prepared to respond to incidents of domestic terrorism involving chemical and biological agents, as well as radiological and explosive devices. The Hawaii County Fire Department will be using the additional funding to acquire specialized first responder's basic defensive equipment. Enclosed is a bill for an ordinance amending the Operating Budget by appropriating this amount to the Civil Defense Domestic Equipment Program. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The State of Hawaii has received a grant from the Department of Justice, Office of State and Local Domestic Preparedness Support, to mitigate the consequences of weapons of mass destruction threat to the State of Hawaii, in 2001. State Civil Defense has received approval to transfer additional funds to the acquisition of specialized equipment for first responder's basic defensive equipment. Hawaii County, in turn, has been awarded an additional $31,333 for such purposes.
