RESOLUTION NO. 45 03
RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN
AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE,
STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE FY 2000 AND
FY 2001 STATE DOMESTIC EQUIPMENT PROGRAM GRANT FUNDS
WHEREAS, the State of Hawaii Department of Defense, State Civil Defense has authorized its
FY 2000 and FY 2001 grant funding towards the Hawaii County Civil Defense Agency's Domestic Equipment
Program; and
WHEREAS, the State funds are derived from a grant provided by the Department of Justice, Office of
State and Local Domestic Preparedness Support, to mitigate the consequences of weapons of mass
destruction threat to the State of Hawaii; and
WHEREAS, this is the second increment of funds received by the Hawaii County Civil Defense
Agency, which began its Domestic Equipment Program in 2001; and
WHEREAS, the funding will be used by the Hawaii County Police Department for its purchases of
personal protective equipment; chemical, biological, and radiological detection equipment; decontamination
equipment; and/or communications equipment that will enhance the capabilities of the first responders; and
WHEREAS, the acquisition of these basic defensive equipment ensures first responders are properly
equipped and prepared to respond to incidents of domestic terrorism involving chemical and biological agents,
as well as radiological and explosive devices; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the
consent of the council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other
assistance in connection with projects being or to be undertaken pursuant to those powers.

Office of the Mayor is authorized to -enter into an agreement with the State of Hawaii Departm~;nt of Defense.
BE FUI~~HER €~ESOLVED that the Mayor of the County of Hawaii is authorized to sign the above
referenced agreement and any related documents on behalf of the Office of the Mayor and the County of
Hawaii pursuant to the Hawaii County Charter.
BE !T l URTHER RESCIl~~ED that the County Clerk of the County of Hawaii shall transmit copies of
this resolution to the Office of the ":tayor, the Finance Department, the Hawaii County Civil Defense Agency,
and the State of Hawaii Departure^t of Defense.
