RE: Bill No. 51, Draft 2; An ordinance amending Chapter 2 of the Hawaii
County Code 1983 (1995 Edition) relating to administration.
Attached is Bill No. 51, Draft 2, which was the result of an amendment made at the Finance
Committee meeting of February 19, 2003. To amend Section 2-1 I S (c) to include the following:
(c) The real property exchanged shall be of substantially equal value to that of private
land. [In] Except as otherwise provided for in subsection (d) below, in any
exchange, the fair market value of the private land and the County-owned ]and
shall be separately determined by a disinterested qualitied appraiser or appraisers
and the cost thereof shall be borne equally between owner and the County.
