RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN
AGREEMENT WITH THE STATE OF HAWAII, HAWAII TOURISM AUTHORITY,
PURSUANT TO HRS 46-7, FOR A VISITOR ALOHA PROGRAM GRANT
WHEREAS, the State of Hawaii, Hawaii Tourism Authority has authorized funding for a Visitor
Aloha Program Grant to the Department of Research and Development; and
WHEREAS, nonprofit organizations, in both east and west Hawaii, established under the
Visitor Aloha Society of Hawaii (VASH), presently serve as clearinghouses to which visitors who are
victims of crimes, serious accidents, or other adversities may be referred by police, hospitals, and
others; and
WHEREAS, the primary mission of VASH is to provide aloha and assistance to these visitors
so they may experience, despite an unfortunate incident, the true meaning of the aloha spirit and plan
to return to Hawai`i's Big Island someday; and
WHEREAS, the Visitor Aloha Program will provide services related to assisting visitors
victimized by crime and other adversities while on the Big Island; and
WHEREAS, the Department of Research & Development will serve as administrator of the
grant and contract with VASH West Hawaii and East Hawaii to continue these services for this
island; and
WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain
the consent of the council to enter into agreements with the federal or state governments respecting
action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any
funds or other assistance in connection with projects being or to be undertaken pursuant to those
powers.

that the Office of the Mayor is authorized to enter into an Agreement for a Grant Contract with the
State of Hawaii, Hawaii Tourism Authority.
Il~ FUR~~R ~S~LVD that the Mayor of the County of IHawai`i is authorized to sign the
above referenced agreement and any related documents on behalf of the Office of the Mayor and the
County of i~awai'i pursuant to the Hawaii County Charter.
~ IT` FUTH~R i~~SOLV~D that the County Clerk of the County of Hawaii shall transmit
copies of this resolution to the Office of the Mayor, the Finance and Research and Development
Departments, and the State of Hawaii, Hawaii Tourism Authority.
