Notice is hereby given that the Council's Committee on Finanec will he holding a workshop on Bill 49
(Comm. 1 18), an Ordinance amending Chapter 19, Articles 1 (Administration). 7 (Tax Maps.
Valuations) and 8 (currently Reserved) of the I lawai'i County Code 198 i (1995 Eiditiun), relating to
Real Property Tax Detinitions; Non-Dedicated Agricultural Use Assessment and Agricultural Use
Dedication.
Generally. amendments proposed in this bill include, but are not limited to, the following:
(1) Adds agricultm~al-related definitions to clarity terminologc.
(2) Clarifies the category of non-dec/icaled u,~~riculli~rul use a~ses.emenls; requires propcrt}~ to he
in certain County zoning districts: changes the assessment of those properties prom assigned
productivity values to a percentage of market value (25`%.. 50% and 75°io heginning July I,
3004. 2005 and 3006, respectively): and changes the tax rollback period.
(3) Clarifies the category of u,~~riridlura! u.ce elediculion by requiring new dedications be for
10 years and the dedicated property be used for commercial purposes (gross revenues of
$2,000/year); grandfathers 20-year agricultural dedication,. requires property to be in certain
County zoning districts: changes breach conditions: adds breach exceptions; and changes
rollback period.
