Draft 2, which is the result of an amendment to Bill 265, on page <br /> Section 25-6-64 (e)(10)(A), deleting the phrase "right Ibr economic return on investment' <br /> and replacing it with "rights to reasonable use of the property." <br /> This bill will serve as a policy framework for the creation of Scenic Corridor <br /> Overlay zones in the County of Hawaii. However, fur an individual highway to be <br /> designated as a "Scenic Corridor", a separate Corridor Management Plan and <br /> accompanying enabling ordinance would be required to be approved by the County <br /> Council.
