Draft 2, which is the result of an amendment to Bill 265, on page Section 25-6-64 (e)(10)(A), deleting the phrase "right Ibr economic return on investment' and replacing it with "rights to reasonable use of the property." This bill will serve as a policy framework for the creation of Scenic Corridor Overlay zones in the County of Hawaii. However, fur an individual highway to be designated as a "Scenic Corridor", a separate Corridor Management Plan and accompanying enabling ordinance would be required to be approved by the County Council. Such an ordinance will establish standards and conditions specific to an individual section of highways.
