A. PROJECT DESCRIPTION:
This project is designed to establish the need for a Sexual Assault Nurse Examiner
Coordinator (SANE) for the County Of Hawaii covering both East and West Hawaii.
The SANE Coordinator would assure the SANE program would be administered in a
manner that would conform to standards needed for the proper investigation and
prosecution of Sexual Assault cases. The SANE Coordinator would provide for
additional training for the SANE'S and the recruitment and training ofthose who want to
become SANE'S.
B. GOAL
To improve the quality and enhance coordination of the Hawaii Police Department's
investigation in Sexual Assaults of women island wide.
OBJECTIVE 1
Heighten the quality of the SANE Program in Hawaii Co~uuy.
The Hawaii County SANE Program Coordinator's date of hire for Project
number 00-FW-2 was to start on September 1, 2001 but due to the Labor
Day weekend and holiday the actual start date was September 4, 2001.
The SANE Coordinator is responsible to manage, maintain, ameliorate the
activities of the SANE Program to keep the program functioning optimally.
SANE Coordinator is to recruit, train, certify and schedule SANE'S. Screening
procedures were set up by the SANE Coordinator for the new SANE candidates.
Once passing this screening a 3 phase training was implemented which lead to
certification.
OBJECTNE 2
Improve the overall performance of SANE personnel in sexual assault
investigations, particulazly in latest techniques, superior documentation and court
presentation relative to medical legal examinations.
Monthly meetings called SANE Grand Rounds were conducted via video
teleconference. As a result SANE Grand Rounds aze held on the second Tuesday
of each month from 3:30 p.m. TO 4:30 p.m. The first half of the meeting is to
update the SANE on any new developments and the second half is to review
colposcopic photographs, and cases. This is a documented Quality Assurance
activity that all SANEs aze encouraged to attend in order to keep abreast and
increase their base of knowledge in practice.
OBJECTNE 3
Maintain a superior level of expertise for the Coordinator and Assistant
Coodinator to benefit Hawaii County and other counties throughout the state.
The Coordinator and Assistant Coordinator will attend and complete national
training on forensic examinations of sexual assault victims. Upon returning from
training, they will give a post training assessment to gauge the value of the
training to aid the Department in planning future training.
Training was conducted within the state in Honolulu whereby most of the SANEs
and candidates attended. This occurred on August 2002.
OBJECTNE 4
Increase the number of SANEs by 25% (an additional 2 nurses).
2 Candidates were certified and are now practicing SANES.
PROJECT EVALUATION
Objective #l: SANE Coordinator hired September 4, 2001.
Objective #2: Grand Rounds sign in sheets maintained by Coordinator (12)
Objective #3: Coordinator and Assistant Coordinator as well as certified SANES
And SANE candidates attended training in Honolulu in August
2002. On their return they gave a training to The Police Sex Crime
Investigative Unit.
Objective #4: 2 candidates completed training and aze now practicing SANES,
meeting the 25% increase of certified SANES.
PROBLEMS ENCOUNTERED:
It is very obvious that there is a need for a full time SANE Coordinator. Sex Crime
Investigative Unit require the services of the SANE Coordinator both for East and West
Hawaii. It is anticipated that without a full time SANE Coordinator the victims of sex
crime will suffer, the forensic evidence on sex crime victims and perpetrators maybe
lost and the investigation into the sex crime itself maybe less effective in court.
Prosecutors and the investigators of Sex Crimes have used the evidence recovered by the
SANES to enhance their investigations and get convictions in court.
Budget constraints prevent the adoption of the SANE Coordinator into a permanently
funded position. The need for the position is cleaz which was demonstrated by this
project.
The Coordinator and Assistant Coordinator could not go to a National Training with the
amount allotted for the training. Realizing this, they opted to go to Honolulu and attend a
training there and the other SANES and SANE Candidates also attended the training.
The SANE Coordinator on August 6, 2002 took another position at the Medical Center
leaving the Coordinator Position. This was a sudden and abrupt move by the Coordinator
although the project period was to end on August 31, 2002.
