These 2 positions were originally meant to be only temporary summer hires but it has been necessary to extend the positions throughout the year to maintain the minimum levels of lifeguard coverage at KCAC. REQUEST: Change in position status for kC 4136 and HC 4137 from TEMP to regular. They are currently Lifeguard I 1/2T TEMP positions and we are requesting to make them Lifeguard I 1/2T regular positions. B. BACKGROUND AND NSTIFICATION (USE ADDITIONAL SHEETS AS NEEDEDI: Kona Community Aquatic Center (KCAC) is by far our busiest facility servicing over 329,000 patrons in the 2001-2002 fiscal year. It's hours of operation are 6:15 a.m. to 7:30 p.m. Monday-Friday and 8:15 a.m. to 5:30 p.m. on Saturday and Sunday for a total of 86 hours of service to the public each week. KCAC has 164 hours of lifeguard coverage per week, which breaks down to 1.9 lifeguard per hour. Patrons, swim teams and private groups utilize the pool beyond its capability and often vie for valuable pool space and time. Due to vacation, sickleave and other circumstances, KCAC is often below safe levels of lifeguard coverage. This has been the case since its opening. It has been necessary to extend the two 1/2 time summer temp positions throughout the year in order for Aquatics to maintain minimum levels of coverage and to prevent pool closures. Converting these temp positions to permanent year round positions will enable Aquatics to provide better service to the public at this popular facility as well as reduce the County's liability for meeting the lifeguard to bather load ratio. Give reasons how new duties arose (statutes enacted, ordinances, newly authorized programs, basis for increased workloads, etc.): These positions were created to give extra coverage during the summer months, but the current staffing level at Kora Community Aquatic Center (KCAL) is not sutficieat. They are Beverly understaffed. They are our busiest 50 meter pool facility with annual attendance totalling over 329,368 patrons for the 2001-2GG2 fiscal year. Currently the are the busiest facility with the least amount of lifeguards. 2. If reallocation, list only new duties (e.g. takes dictation 40%; keeps office accounts 30%, etc.) N/A 3. How will assignment of new duties increase efficiency/effectiveness of operations? (Use productivity measurements where possible,): New duties are not being employed in this situation. Changing the two 1/L time tempo s Lifeguard positions to two 1/2 time regular positions will help us to meet our staffing needs, as well as provide safer levels of service. No alternatives were considered in lieu of these proposed changes. There are no technological changes to date that can substitute lifeguard surveillence. Was reallocation or reclassification budgeted and if not, why were manpower needs not planned through budgetary process? Reclassification was dot budgeted. The high attendnace and usage of this facility was not anticipated when the pool was originally opened and staffed. Due to budgetary restraints over the past several years, Aquatics has not been able to increase budget to properly staff this facility to meet its current needs which seem to be increasing at an ongoing rate. List other rationale or pertinent statements and data: SEE ATTACKED The pools are open for the following hours each week: KAWAMOTO POOL IS OPEN 62 % HOURS EACH WEEK KCAC POOL IS OPP.N 86 HOURS EACH WEEK PAHOA POOL IS OPF,N 53 HOURS EACH WEEK The pools have the following lifeguard coverage each week: KAWAMOTO POOL, HAS 144 HOURS OF LIFEGUARD COVERAGE KCAL POOL HAS 164 HOURS OF LIFEGUARD COVERAGE PAI-IOA POOL HAS 112 HOl1RS OF LIFEGUARD COVERAGE If you break it down: KAWAMOTO POOL HAS 2.3 LIFEGUARDS PER HOUR KCAC POOL HAS 19 LIFEGUARDS PER HOUR PAHOA POOL HAS 2.0 LIFEGUARDS PER HOUR Now attendance should be looked at, totals are for FY 2001-2002 KAWAMOTO POO[., 170,066 KCAC POOL 329,368 PAHOA POOL 88,686 Conclusion KCAL is the busiest facility with the least amount of lifeguards. We also need to take into consideration that both KCAC and Pahoa have the keiki pools to keep an eye on also.
