Re: Capital Budget
Enclosed is a bill for an ordinance adding the Hardening of Essential Facilities project for
$869,434 to the Capital Budget. This is a Hazard Mitigation Grant Program project which
would significantly improve our capabilities to minimize property losses and enhance public
safety during future disasters. The County intends to retrofit the Kaumana, Waiakea, and
Kailua-Kona Fire Stations and the Central Fire Station warehouse as these essential
buildings are required to be in operation during and after a natural disaster such as an
earthquake or hurricane. For this project, the Federal share is $652,076 and the County
share is $217,358.

A. REQUEST:
To amend Ordinance 02-77 to add the Hardening of Essential Facilities project. This is a Hazard
Mitigation Grant Program project which would significantly improve our capabilities to minimize property
losses and enhance public safety during future disasters. The appropriation would be $652,076 (FEMA
share) and $217,358 (County share).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Federal Emergency Management Agency (FEMA) approved the Hazard Mitigation Grant Program FEMA-
1348DR-HI, concerning hardening of Hawaii County essential facilities. The County intends to retrofit such
facilities to increase the likelihood of them withstanding an earthquake or hurricane. The current priority is fire
stations.
