Dear Sirs,
I am writing this letter on behalf of the Police Officers under my charge as the Hawaii
Chapter Chairman for the State of Hawaii Organization of Police Officer (SHOPO). We
support the Hawaii County Police Departments budget and stand behind Chief Lawrence
Mahuna in his efforts to efficiently manage the Pofice Department.
On Mazch 13, 2003, I received a copy of the proposed budget for the Hawaii County
Police Department for the fiscal yeaz 2003-2004. Upon reviewing this document I have
only one concern: On page 75, line item 112, Mileage and Auto Allowance, shows m
increase in the monthly allowance. I expound in the paragraphs to follow so that you aze
cognizant of my efforts to negotiate this cost item
On February 25, 2003, I spoke with Mayor H. Kim to discuss an increase for Police
Officers monthly subsidy for their police vehicles. I presented the present cost and a
proposed cost showing the exact amount of money that the County needed to appropriate
to the Police Department to fund this cost. I had been dvected by the States negotiator
Dennis Neufeld; Department of Personnel, City and County of Honolulu to meet wRh my
mayor to discuss this issue covered by the SHOPO Contract (CBA) under Article #18,
Subsidized Automobile Allowance.

The State of Hawaii Organization is negotiating with the State as our contract will expire
on June 30, 2003. Act 253 allows each County to negotiate separate comisctc if the
Union agrees to do so. We are negotiating our comract Statewide to encompass all Police
Officers with the State of Hawau. However, because the City and County of Honolulu,
and the County of Hawaii Police Departmem are the only two jurisdictions utilizing
subsidized motor vehicles we have been told to speak with our respective mayors. On
behalf of all Police Officers under Group I and Group II, I have requested from Mayor
Kim an increase of $120.00 to $150.00 monthly.
I have, and will cominue to, work closely with Mayor Kim regarding all issues relating to
Police Officers and the Hawaii County Police Department. The Departmem and the
Union are working in harmony to achieve goals set forth by the Department to provide
better service to our community. Chief Lawrence Mahone and the Chiefs from Kauai,
Maui, and the City and Coumy of Honolulu, and Union Officials have put forth a
campaign declaring better pay for their highly trained Officers. We believe that Police
Officers deserve an increase in their automobile allowance since we have not seen a raise
in this area in eight years. I shall follow-up on this cost item with Mayor Kim and Chief
Mahuna.
