Re: Capital Budget
Enclosed is a bill for an ordinance adding the Kalaniana'ole Interceptor Sewer
Rehabilitation project for $5,000,000 to the Capital Budget. The Wastewater Division
recently performed a video inspection of the Kalaniana`ole Avenue interceptor sewer to
determine the condition of the existing sewer system. Evaluation of the video inspection
revealed significant concrete deterioration of the interceptor sewer with exposure of steel
reinforcement. A review by independent experts concluded that the sewer line could be in
danger of imminent collapse. This project, to repair/rehabilitate approximately one mile of
interceptor sewer which has experienced significant deterioration, will be funded by the
State Revolving Fund.

A. REQUEST:
Amend Ordinance 02-77 to include the following wastewater public improvement project to be funded by the
State Revolving Fund (SRF):
Kalaniana'ole Interceptor Sewer Rehabilitation
$5,000,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)'
The Wastewater Division recently performed a video inspection of the Kalaniana'ole Avenue interceptor sewer to
determine the condition of the existing sewer system. Evaluation of the video inspection revealed significant
concrete deterioration of the interceptor sewer with exposure of steel reinforcement. A review by independent
experts concluded that the sewer line could be in danger of imminent collapse.
The Kalaniana'ole Avenue Interceptor currently services the majority of the population connected to the Hilo
Sewer System. Of additional concern is the fact that the Interceptor is located on a heavily traveled highway and
is subject to heavy loads from vehicles serving the State Harbors and various Petroleum companies in the area. A
collapse of the Interceptor Sewer could also affect adjacent utilities including the Gas Company's main high
pressure feeder lines for the Hilo Utility System and a petroleum line serving HELCO's main power plant.
The implications associated with a failure to pursue the necessary repairs could be immense. Beyond the obvious
safety and health implications, the County could be subject to fines of up to $25,000 per day from the Department
of Health. In addition to this, the EPA could take direct action in the form of a consent decree similar to that
imposed on the County of Maui several years ago.
