Arakaki, Chair and Members of the Hawaii County Council Hawaii Cowity Council 25 Aupuni Street Hilo, HI 96720 Dear Chair Arakaki: Subject: Bill 17, Draft 3, District Classification Change Request Applicant: Matsuno Enterprises Waiakea, Hilo, TMK: (3) 2-2-040:014 & 069 Thank you for allowing us the opportunity to submit testimony regarding the above subject district classitication change request. As you are aware, the subject parcels are directly adjacent to the Department of Hawaiian Home Lands (DHHL) Waiakea Residential Subdivision that consists of approximately 240 single- family homes. We have submitted written and oral testimony to the Council's Committee on Planning and the Planning Commission in relation to our concerns regarding this project. Our main concern has been and remains to be the additional traffic that this development would generate at the Pilipaa/Puainako Strcct intersection and through our residential subdivision at Pilipaa Street and Ohuohu Strcct. We have reviewed the comments of Planning Director Christopher Yuen and agree that allowing egress from the project onto Puainako Street would create difficulty at the Pilipaa/Puainako intersection and additional traffic through our subdivision. We are pleased with the Draft 3 condition that allows only right-turn in movements from Puainako. However, we believe that patrons leaving the project wishing to go in the Puna direction on Kanoelehua, will turn right onto Puainako then right onto Pilipaa or Ohuohu streets, continue through our subdivision to Kahaopea Street, then on to the intersection at Kahaopea and Kanoelehua. We would ask that our native Hawaiian beneficiaries be given the same consideration and that the third paragraph of condition H be amended to state that the applicant shall install speed humps on Pilipaa and Ohuohu streets. Additionally, we feel that the last paragraph of condition G should be amended to state that the TZAR should include a study on the impacts at the Pilipaa/Puainako intersection and should improvements be indicated that the applicant pay its fair share.
