RE: HBAC FY 2003-2004 ANNUAL BUDGET
Pursuant to the By Laws of the Hawaii State Association of Counties and
as the 't'reasurer of the 'Association; T am submitting the attached budget for
Fiscal Year 2003-2004 along with the budget details.
In preparing this next year's balanced budget, 1 have incorporated the
following assumptions and changes:
1) Interest Income projection decreased $600.from last year.
2) Conference Income will remain the' same from last fiscal year.
3) HSAC due, will increase by X2,000 from last fiscal year in order to
identify funds from each County to support the 2005 NACo Annual
Conference {Oahu to host).
4) Fund Balance is estimated at $15,024.72.
5) Auditing/Accounting will remain Che same.
6) NACo dues to increase by 2.8"/".
7) 2005 NACo Annual Conference account incorporated which
includes carryover funds from that account (FY 2001-2002
$2,605.22).
IC is my recommendation that the Executive Committee submit lhis
budget by April 15, 2003 to the Councils for consideration.

Attached is a copy of the HSAC FY 2003-2004 Annual Budget which needs
to be approved by each individual County Council by April 15, 2003 pursuant to
HSAC By-Laws.
I would appreciate your urgent attention to having thls matter scheduled on
your next upcoming Council Agenda In orderto meet our deadline.
Please note the increase irom the HSAC FY 2002-2003 budget in the HSAC
dues assessed to each County for the purpose of earmarking funds in support of
the 2005 NACo Annual Conference to be hosted by the City & County of Honolulu.

MEMORANDUM

SUB,IF,CT: Request to Waive Hawaii State Association of Counties (HSAC)
FY 2003-2004 Annual Budget to Council
At the request of HSAC President J. Curtis Tyler, III, I am requesting that the HSAC FY 2003-2004
Annual Budget received from HSAC ~freasurer James Tokioka today be waived from my Committee
on Public Works and Intergovernmental Relations for consideration and approval by the full Council
at its next scheduled meeting on April 2, 2003.
Pursuant to Section 1(e) of Rule 4 of the Procedure of the Council of the County of Hawaii, [
request your support for waiver of this matter in order to meet the requested April I5, 2003 deadline
for approval referenced by I ISAC Treasurer James Tokioka in his letter dated March 24, 2003 to
members of the HSAC Executive Committee.
Waiver of said resolution from the Committee on Public Works and Intergovernmental Relations
will expedite Council consideration of the FY 2003-2004 HSAC Annual Budget in accordance with
the Bylaws of the Hawaii State Association of Counties.
