SUBJECT: RESOLUTION NO. 70-97 AUTHORIZING THE ACQUISITION OF PRIVATE
PROPERTIES FOR PERMANENT EASEMENT PURPOSES FOR THE
PAUKAA SEWER SYSTEM
This is to advise you that the State Department of Transportation has informed us that they have
recently bid out the pavement resurfacing between Paukaa and Papaikou and they expect the
construction work to proceed by January 1998. Should the resurfacing occur prior to installation
of the sewer lines associated with the Paukaa Collector Sewer Project, the sewer project would
be delayed until one year after completion of the resurfacing or until approximately June 1999.
Should the sewer project be delayed this long, we have been advised by the Department of Health
that they would move to close the grant agreement for the Papaikou Sewerage System. This
could potentially lead to further audit by the EPA and action to recover a portion of the grant
money due to non-compliance with the connection and flow requirements.
Therefore, we recommend that the Council expedite passage of the referenced resolution so that
the project may proceed.
