Dear Chairman Chung:
I have received your March 21, 2003, memorandum requesting a written response to the
recommendations made by the Cost of Government Commission. Below is the response to
the Office of Management recommendations.
1) Expedite the conversion to a new computer system in departments that are still on the
Wang system.
We agree with this recommendation, and included in the proposed budget for FY04
are funds to implement this.
2) Continue to encourage measures to increase revenues from outside sources.
We agree with this recommendation, and are encouraging all departments to work
on this. One example of our emphasis on this is the Resource Center staffed by
Steve McPeek under the Department of Research and Development, which is
available as a resource to all departments as well as community groups for grant
and funding information.
3) Forward to the County Council and support an ordinance extending the term of the Cost of
Government Commission members for one year and establishing the Commission as a
permanent body.
We agree with this recommendation, and have forwarded a bill that would create in
the County Code a Cost of Government Commission on a permanent basis.
